6 апреля 2018 года в Краснодаре был арестован 23-летний Игнатий Панеш. Второй секретарь Краснодарского краевого комитета ЛКСМ РФ, член территориальной избирательной комиссии с правом совещательного голоса от КПРФ оказался виновен только в том, что, выполняя свои обязанности, стремился не допустить фальсификации голосования на выборах Президента РФ 18 марта 2018 года.
Поводом для ареста послужил конфликт, произошедший между комсомольцем и председателем одной из участковых избирательных комиссий. Объезжая избирательные участки, Игнатий обратил внимание на тот факт, что участие в голосовании вне помещения принимает крайне большое количество граждан – от 200 до 400 человек на каждом участке. Поскольку совершенно очевидно, что участковая избирательная комиссия была бы просто физически не в состоянии справиться с таким объёмом работы – даже по самым скромным подсчётам, выездное голосование на этих участках должно было продлиться от 16 до 33 часов – у Игнатия возникли справедливые подозрения в том, что выездное голосование используется для фальсификации итогов выборов.
Прибыв на один из подобных участков (№ 2008), Игнатий Панеш на правах члена вышестоящей комиссии потребовал показать ему реестр участников выездного голосования, но реестр он так и не увидел. Председатель комиссии Э.И. Мильнер просто попыталась скрыться от Игнатия, понимая, что речь явно идёт о серьёзном нарушении, комсомолец последовал за ней и начал снимать происходящее на телефон. Тогда председатель комиссии вырвала у него телефон из рук и тут же начала звать полицию, утверждая, что на неё напали. Моментально нашлись два «свидетеля», которые подтвердили, что Игнатий якобы «хватал за руки» председателя УИК. В итоге на комсомольца было заведено административное дело по статье «побои».
5 апреля Игнатию Панешу позвонил участковый и сообщил о необходимости дать объяснение по административному делу. На следующий день, 6 апреля, Игнатий прибыл в отделение, где полицейские составили протокол об административном правонарушении и сообщили ему, что доставят его к судье. Игнатий не оказывал никакого сопротивления полицейским и выразил готовность проследовать в суд.
Однако, в тот день, дело так и не было рассмотрено — федеральный судья В.Ю. Ряднев потребовал, чтобы полиция оформила привод Игнатия Панеша в суд через «дежурку». Игнатия повезли в дежурную часть, где на него оформили протокол о задержании и протокол о доставлении. После этого в сопровождении полиции Игнатий ещё раз приехал в Ленинский районный суд. Но судья снова отказался рассматривать дело, потребовав, чтобы Панеш был доставлен «под конвоем». Полицейские повезли Игнатия обратно в отделение полиции. Поскольку свободного конвоя не оказалось, полиция оформила протокол о задержании Панеша, и его решено было поместить под стражу до решения суда. Партийным юристам в ходе длительных переговоров всё-таки удалось заставить полицию следовать закону. Вечером Игнатия под подписку о явке в суд отпустили из полиции.
7 апреля Игнатий Панеш явился в отделение полиции, а оттуда под конвоем, словно опасный преступник, был доставлен в Ленинский районный суд Краснодара, где судья Ряднев быстро признал комсомольца виновным и назначил ему наказание в виде ареста на 15 суток. При этом судья совершено игнорировал тот факт, что «потерпевшая» – председатель УИК Э.И. Мильнер – письменно и устно заявила, что претензий к Панешу не имеет и готова примириться.
ЦК ЛКСМ РФ рассматривает данную ситуацию, как очевидную попытку запугать граждан, которые на российских выборах противостоят фальсификациям, бьются за соблюдение избирательного законодательства. В деле Игнатия Панеша мы видим откровенный политический заказ, призванный бороться с «неугодными» и подавлять любое инакомыслие и борьбу за свои права.
Мы заявляем: преследование тех, кто боролся за соблюдение закона на выборах, недопустимо!
Мы требуем отмены приговора в отношении Игнатия Панеша, его немедленного освобождения из-под стражи и принесения ему публичных извинений. Также мы требуем проведения проверки законности действий федерального судьи В.Ю. Ряднева и принципиальной оценки его деятельности.
Нет политическим репрессиям! Свободу Игнатию Панешу!

No to political persecution! Statement of the Central Committee of the Leninist Communist Youth Union of the Russian Federation
On April 6, 2018, a 23-year-old Ignaty Panesh was arrested in Krasnodar. The second secretary of the Krasnodar krai committee of the Leninist Communist Youth Union of the Russian Federation, a member of the territorial election commission with a consultative vote from the Communist Party, was found guilty only for fulfilling his duties, trying to prevent falsification during the voting in the March 18, 2018 presidential election.
The reason for the arrest was the conflict that occurred between the Komsomol member and the chairman of one of the precinct election commissions. Going around the polling stations, Ignaty paid attention to the fact that an extremely large number of citizens participate in voting outside the premises — from 200 to 400 people in each voting station. Since it is quite obvious that the precinct election commission would simply not be physically able to cope with such a volume of work — even according to the most conservative estimates, the voting in these cases was to last from 16 to 33 hours — Ignaty had justified suspicions that such voting was being used to falsify election results.
Upon arrival at one of these sites (station No. 2008), Ignaty Panesh as a member of the higher commission demanded to show him the register of participants in the voting outside the premises, but he did not see the register. Chairman of the Commission E.I. Milner just tried to hide away from Ignaty. Realizing that the issue was clearly about a serious violation, the Komsomol member followed her and began to shoot on his mobile phone what was happening. Then the chairman of the commission snatched the phone out of his hands and immediately started calling the police, claiming that she had been attacked. Instantly, two «witnesses» were found who confirmed that Ignaty allegedly «grabbed the hands» of the chairman. As a result, an administrative case was filed against the Komsomol member under the article «beatings».
On April 5, Ignaty Panesh was called by the district police officer and informed of the need to give explainations on the administrative case. The next day, April 6, Ignaty arrived at the police station, where the police wrote a report on the administrative offense and informed him that they would bring him to the judge. Ignaty did not give any resistance to the police and expressed his readiness to go to court.
However, on that day, the case was never heard — the federal judge V.Y. Ryadnev demanded that the police arrange delivery of Ignaty Panesh to court through the «duty officer». Ignaty was taken to the duty unit, where he was issued a report on the detention and a report on the delivery. After that, accompanied by police Ignaty once again came to the Leninsky district court. But the judge again refused to consider the case, demanding that Panesh be brought «under convoy». The police drove Ignaty back to the police station. Since there was no free convoy, the police issued a protocol on the detention of Panesh, and it was decided to place him in custody pending a court decision. Party lawyers still managed to get the police to follow the law during lengthy negotiations. In the evening, Ignaty was released from the police on the basis of a summons to appear in court.
On April 7, Ignaty Panesh came to the police station and from there was escorted like a dangerous criminal to the Leninsky District Court of Krasnodar, where judge Ryadnev quickly found the Komsomol member guilty and ordered him to be sentenced to 15 days’ imprisonment. At the same time, the judge ignored the fact that the «victim» — the chairman of the precinct election commission, E.I. Milner — in writing and verbally stated that she had no claims towards Panesh and was ready to reconcile.
The Central Committee of the Leninist Communist Youth Union of the Russian Federation regards this situation as an obvious attempt to intimidate citizens who oppose falsification in the Russian elections, and fighting for observance of the electoral legislation. In the case of Ignaty Panesh, we see an open political order designed to fight «those who are not to somebody’s liking» and suppress any dissent and struggle for one’s rights.
We declare: the persecution of those who fought for observance of the law in the elections is unacceptable!
We demand the cancellation of the verdict against Ignaty Panesh, his immediate release from custody and public apology to him. We also demand verification of the legality of the actions of the federal judge V.Y. Ryadnev and a principled assessment of his activities.
No to political repression! Freedom for Ignaty Panesh!
